Rotation Keyboard Shortcut

I have noticed in v6 and now in v7 that the function keys are working all properly to bring up specific tools except for F10, which brings up the file menu (like hitting ALT + F) instead of opening the rotation tool.

Is there something specific that I'm missing to change for the F10 to open the Rotation tool?

I know, I'm a bit old-fashioned using the keyboard shortcuts rather than the mouse .

I'm using Win8.1.

Yes, I'm on a laptop (Dell Inspiron 5537 right now), though I move back and forth between the laptop's keyboard and an external keyboard - I still ave the same response on both.

Does your laptop have a special function attached to the f10 key?

Does your keyboard have an F lock button?

Have you assigned the f10 key to the rotate tool in the shortcut editor?
