You'll need to click the arrow next to the title of any section in the Table of Contents to expand the list and show sub-topics. Clicking the title itself will just load that page, whereas the arrow next to the title will expand the list.

It said to click "basic concepts" so it would expand and give me information. It changed the look of the page, but nothing new or remotely helpful came up.
