Unable to chart performers on first set

I created the file and entered my page tabs, and I cannot chart any performers using any tools. I made sure the arrows were both at count zero. What have I forgotten?

Make sure that your anchors are on count 0 and then choose a drawing tool, then draw the form and then press accept.

This is why I ALWAYS make a page tab at Count 0. Solves a whole lot of problems.
I enjoy charting military drills. Let me know if you need any assistance with one of them.
