Page Tab Editor

I am running V5 Interactive and trying to access the page tab editor. The user manual says that it is in the Utilities menu, but it does not appear there. I checked all of the other menus and cannot find it anywhere. Any thoughts?

In the version 5 Interactive and Professional the Page Tab Editor has been replaced with the Production Sheet.
