Just my personal opinion, but in my experience, aside from being a memory and system resource hog, Norton is even worse than the free version of AVG.

I had the same problem. I ended up using a different web browser that let me view the downloaded file. I was then able to override Norton. I think I had to download it in Internet Explorer to finally get it to work.
