Circle rotates and pushes out then snaps back

I have had this problem for a while. Anytime I rotate a circle, the performs overrotate and the circle expands then on the last count, it suddenly snaps back to correct location. Anyone else have this problem? Is there a way to fix it?

Are you using the rotate tool or rotating the form in the push tool?
Thank you

It does this with both tools. Today, I am having four cast members marching an 8 to 5 forward, but the playback has those characters push beyond their drill spots through 7 counts and magically snap back to the drill spot on count 8.

If you are having this issue on a page tab that is NOT the last page tab you have entered so far - go to the next page tab, select that particular form and hit delete/transition. Go back to the original page and try again. Let me know if that helped.
