Can't install iPAS on Windows7

I can't install IPAS on my computer running Windows 7 32-bit .
This is a new installation of iPAS.
I am installing from Book 1 Standard of Excellence and it is for B flat Clarinet.
I have tried the instructions for vista listed on this forums on Apr.16, 2007.
But no go.
Please help.
